They're efficient. You can fit more of them into the same space.
That's why the queue to the men's room (when it exists) is shorter than the one to the ladies' room.
And what dodgy locals do you go to that have disgusting urinals? They're usually spic and span where I go (and a lot cleaner than toilet cubicles).

I think, to some people outside North America, and yes I know I could be wrong, the idea of a urinal itself is disgusting. As I understand it, outside North America, urinals are not individual units with small partitions between them, but more like a trough situation. This may be partly why they are found to be distasteful.

In France men commonly pee between the cars or against a tree in cities.

No, no urinals. All the toilets are self-contained single-seaters, with their own hand-wash basin and driers.
Not all men stand close enough to the urinal either. I chaired the H&S Committee for the site, and received a couple of complaints about urine on the floor in front of a urinal. The complainant found out by accident who it was and told me.
I dealt with it by posting a sign "Please stand closer". I wasn't allowed to add "...because it isn't as long as you think."

Managing sites that was a regular problem.....
In Denmark I've seen a few places with shared toilet cubics and separate urinals.
When I managed sites the ladies public toilets were far more disgusting than the mens. Sanitary Bins are regularly abused, one stinky nappy, or someone from a place where toilet paper can't be flushed, festering away for a week - just vile. So personally I'd prefer not to share a cubical with the ladies.
I don't like having to touch any toilet furniture, so I prefer urinals and touchless taps and soap dispensers.

When I was in high school I worked for a retail outlet and one of my jobs was cleaning the bathrooms. The ladies' toilet was always nastier.
