Difficult to understand why the Scottish census was delayed. It’s not as if Scotland’s been affected worse than other areas.
But it has happened before (Northern Ireland had a census in 1926, but not 1931).

AFAIK, the electoral roll isn’t plugged into any other databases. And it’s organised separately by each council area, so it doesn’t update or interact with any other systems.
Ideally you’d have a population register (like they do in Norway and other countries), so if you wanted to move address or change your name, you’d have to do it that way.
But that gives too many MP’s and journalists nightmares so they keep speaking out against it. The closest thing we’ve got is DWP’s Customer Information System.

One thing I didn’t get - who decided whether Census entries are “genuine” or not?? Surely only once they’ve been scanned on the system - but that’s far too late.
I was never given any guidance about that; the emphasis is on getting the forms back, and that’s hard enough.

Well saying as last time, out of thousands who didn't bother to complete it, they convicted I think 4 people... then I'll betcha they prosecuted precisely zero people for filling it in fraudulently
